Ohio's Governor Ted Strickland signed into law the Great Lakes-St. Lawrence River Basin Water Resources Compact. This now leaves only Pennsylvania and Michigan as the remaining states that have not signed the compact which includes a ban on future diversions of water outside the Basin with limited exceptions. The Michigan legislature has approved the Compact while it awaits for Governor Granholm's signature, but in Pennsylvania the Compact has passed only the House and is currently before the Se
